On a distant planet, a young Brian, a white dog who can run at supersonic speed, is chased by a tribe of brown dogs for his power. His guardian, Priscilla the Ostrich, gives him a bag of rings that open portals to other planets. She uses one to send him to Earth while she stays behind to hold off the brown dogs.

Ten years later, Brian enjoys a secret life near the town of Green Hills, Montana, but longs to make friends. He idolizes the local sheriff, Bobby Santiago, and his flexible veterinarian wife, Lori Loud, unaware that the pair are planning to relocate to San Francisco, as Bobby, bored with the lack of action in Green Hills, plans to accept a position he has just been offered with the San Francisco Police Department.

One night, Brian grows upset over his loneliness while playing baseball alone and inadvertently triggers an electromagnetic pulse which causes a massive power outage across the Pacific Northwest while running at high speeds. The United States Department of Defense reluctantly enlists the services of eccentric roboticist and scientific genius Agent Trout to determine the cause. Seeing he is being hunted, Brian tries to leave Earth for a "mushroom planet", but Bobby discovers Brian in his shed and accidentally shoots him with a tranquilizer dart, causing Brian to drop his bag of rings into a portal to the Transamerica Pyramid's roof upon seeing a picture of said building. Bobby hesitantly agrees to help Brian and the two flee when confronted by Trout, who falsely labels Bobby a domestic terrorist. The two slowly bond, with Bobby relating to Brian's desire for friends. Sonic creates a bucket list and Bobby helps him complete several entries along their journey.

Meanwhile, Trout, discovering that one of Brian's hair holds an almost limitless amount of electrical energy, plans to capture Brian to use his powers for his machines. As he tracks them down, Brian and Bobby debate over Bobby's plans to leave Green Hills, which Brian disapproves of because, regardless of how much action there needs to be, he knows that Bobby still has to protect and serve Green Hills' citizens. Brian and Bobby manage to fight off several mechanized pursuit drones sent by Trout, but Brian gets injured amidst the battle.

Arriving in San Francisco, Bobby brings him to Lori, who treats him at her sister Lynn's home. While Bobby explains their situation to her, Brian receives a new pair of red sneakers to replace his ruined ones from Clare, Lori's niece. The group soon heads to the roof of the pyramid and recovers the rings just as Trout arrives in an advanced attack hovercraft powered by the hair. In response, Brian fights off Trout's drones and uses one of his rings to send Bobby and Lori back to Green Hills to protect them, but Trout uses the hair's power to match Brian's speed. Brian engages Trout in chase battle across the world before Trout knocks Brian unconscious back in Green Hills, but Bobby and the townsfolk intervene, and Bobby says that Brian is his friend, causing Brian to regain his strength. With Bobby's help, Brian overpowers and defeats Trout by banishing him into a portal to the mushroom planet with his powerful spin attack. Following the incident, Bobby and Lori decide to stay in Green Hills and let Brian live with them. The government agrees to hide Brian's existence by erasing all evidence of the events, including records of Trout's existence.

Three months later, Trout is still in possession of Brian's hair and usable equipment salvaged from the remains of his hovercraft. While still holding Brian's hair, he swears to return to Earth and exact revenge against Brian for his defeat. Meanwhile, a restless, curious and smart yellow kitten named Cape emerges from a ring portal on Earth to search for Brian.
